New Appointments in UPDF: Major Gen. Richard Otto and Major Gen. James Birungi Take Key Roles

The Uganda People’s Defence Forces (UPDF) has undergone significant leadership changes, with Major General Richard Otto appointed as the new Chief of Defence Intelligence and Security (CDIS) and Major General James Birungi taking over as the commander of the Mountain Infantry Division.

Major General Richard Otto’s Appointment as CDIS

Major General Richard Otto has been appointed as the new CDIS by the Chief of Defence Forces (CDF), General Muhoozi Kainerugaba. Prior to this role, Otto served as the Commander of the Mountain Infantry Division based in Fort Portal and Joint Task Force Command for UPDF troops deployed under Operation Shujaa in eastern Democratic Republic of Congo (DRC). Recently, he handed over the office of the Chairperson of the Security Supervision Mechanism in South Sudan to Major General Dick Olum, showcasing his involvement in regional security operations.

Changes in UPDF Leadership

The changes in UPDF leadership reflect the current dynamics, with Gen Muhoozi Kainerugaba, Museveni’s son and the Chief of Defence Forces (CDF), making key appointments. Previously, appointments were made by President Yoweri Museveni, the Commander-in-Chief (CiC) of armed forces, before the UPDF establishment document was launched.

Major General James Birungi’s New Role

Major General James Birungi has taken over as the commander of the Mountain Infantry Division, replacing Major General Richard Otto. Birungi’s experience and expertise in military intelligence and command positions make him a valuable asset to the UPDF.   • Education: Attended Ibanda Secondary School for his ordinary level education and Nyakasura School for his advanced level education
  • Military Career:
    • Chief of Military Intelligence (CMI): Appointed as the head of CMI in January 2022, replacing Major General Abel Kandiho
    • Special Forces Command (SFC) Commander: Served as the commander of SFC from June 2019 to December 2020
    • Chief of Air Force Staff: Served as the chief of air force staff of the UPDF Air Force from 2016 to 2019
    • Promotion to Major General: Promoted to the rank of Major General in February 2019
    • Notable Assignments:
      • Led a special assignment to monitor the assembling, screening, demobilization, and integration of the armed forces of South Sudan
      • Served on special assignment from December 2020 to January 2022 for the South Sudan peace process.
