Parliament Adopts Committee of Supply Report, Approves Budget Estimates

Parliament has officially adopted the Committee of Supply report following the conclusion of voting on the various budgetary allocations for the upcoming financial year. The report was presented to the House by the Minister of State for Finance, Planning and Economic Development (General Duties), Hon. Henry Musasizi.

The Committee of Supply is responsible for reviewing and approving the detailed expenditure estimates for government ministries, departments, and agencies. After a series of debates and votes, the House approved the proposed budget sums without amendment.

“This marks a significant step forward in our budget process,” Minister Musasizi stated, thanking MPs for their input and support. “The allocations reflect our commitment to service delivery, fiscal discipline, and economic recovery.”

The adoption of the report means the Executive now has Parliament’s approval to proceed with the preparation of the Appropriation Bill, which will legally authorize government spending for the new fiscal year.

The sitting also saw heated moments as other matters came to the floor, including a statement by Minister of Justice and Constitutional Affairs, Hon. Norbert Mao, regarding amendments to the UPDF Act and the implementation of a Supreme Court decision on court martials. The statement drew criticism from the Opposition for allegedly violating Article 92 of the Constitution, leading the Deputy Speaker to instruct Mao to revise and resubmit it.

The session concluded with the House being adjourned sine die—leaving the date of the next sitting undetermined.
