Salary Disparities Spark Unease in Uganda’s Education Sector

Parliament raises concern over inequity and supervisory challenges in schools following science teacher salary enhancements.

Kampala, Uganda — Parliament has raised a red flag over growing disparities in the education sector, sparked by the government’s salary enhancements for science teachers. While the policy was introduced to incentivize science education, it has unintentionally created inequity and supervisory conflicts in secondary schools.

According to reports tabled in Parliament, a significant imbalance now exists in the remuneration structure:

An Arts-based head teacher earns Shs 2.3 million,

A Science classroom teacher earns Shs 4 million, and

A Science head teacher earns a whopping Shs 6.5 million.


These disparities have led to friction in school management, with some head teachers reportedly struggling to assert authority over better-paid subordinates.

It is unacceptable that a classroom teacher earns more than the head teacher. This undermines leadership and weakens discipline in schools,” a Member of Parliament was quoted saying during the debate.

Incentives vs. Inequality

The government initiated the science teacher salary enhancement to attract and retain professionals in critical STEM subjects. However, Parliament has questioned whether the policy was implemented without considering the ripple effects on school leadership and cohesion.

Demoralization Among Arts Teachers

Several stakeholders have voiced concern over the morale of arts-based educators, who now feel marginalized despite playing a vital role in the education system. Some fear the disparities could drive experienced head teachers into early retirement or reduce their commitment to school development.

“You cannot have a functional school when the leader is less valued than their team,” said a school inspector from the Central Region.

         Calls for Review

Parliament has urged the Ministry of Education and Public Service to review the current salary structure and propose a more balanced framework that maintains the incentive for science teachers while preserving harmony in school leadership.
