Gen. Salim Saleh Raises Alarm Over Emyooga Funds, Calls for Reform in Cooperatives and Boda Boda Sector

Kampala, Uganda – Senior Presidential Advisor on Defence and Security, Gen. Salim Saleh, has expressed deep concern over the mismanagement of Emyooga funds, a government initiative designed to empower local enterprises and spur community development.

Speaking during a recent engagement with stakeholders in the cooperative and transport sectors, Gen. Saleh disclosed his shock upon learning that Emyooga funds are largely unaccounted for.

I was shocked that the Emyooga money is not accounted for,” Gen. Saleh said. “Honestly, I don’t know how Hon. Haruna Kasolo is going to react.

The General emphasized the need for accountability and transparency to protect government efforts aimed at uplifting vulnerable communities through access to affordable capital.

Turning his attention to cooperatives, Gen. Saleh criticized the trend of investing in non-productive assets such as land, instead of reinvesting in the cooperatives’ core business operations.

The cooperatives make profits, but instead of investing in their core business, they invest in land, which is static,” he noted. “That’s where most of the cooperatives have gone wrong.

Gen. Saleh also highlighted the challenges in Uganda’s boda boda industry, calling for spiritual and structural healing. Speaking passionately during a prayer, he offered words of hope for the sector:

Dear Lord, thank you for healing the boda boda industry through this Union.

His remarks underscore growing concerns about the direction of government development programs and the need for reforms that restore trust, ensure sustainability, and prioritize economic productivity.

The call by Gen. Saleh adds a strong voice to the ongoing national dialogue on the future of community-based economic development, urging all players—government, cooperatives, and beneficiaries—to recommit to transparency, discipline, and innovation.
