Hon. Kabahenda Flavia Demands Urgent Health Center Upgrades in Kyegegwa District

Parliament of Uganda |In a passionate address to Parliament today, Hon. Kabahenda Flavia Rwabuhoro, Woman Member of Parliament for Kyegegwa District, called on the Ministry of Health to urgently act on long-standing pledges to upgrade and equip health facilities in the district—particularly Hapuuyo and other underserved areas.

Hon. Kabahenda raised serious concerns during the debate on the report assessing the implementation of government assurances to strengthen health service delivery. She pointed out that eight sub-counties in Kyegegwa District still lack proper health centers, despite some, like Nkaakwa and Kigambo, having been coded for Health Center III status nearly three to four years ago.

She also drew attention to the continued delay in upgrading Hapuuyo Health Center III to Health Center IV status. The facility, located in Kyaka North Constituency, has received repeated visits from the Ministry of Health, but residents are still waiting for tangible results.

The wait has been too long. The people of Hapuuyo and Kyaka North deserve a clear answer: When will Hapuuyo Health Center III be upgraded to a Health Center IV?” she asked.

In addition to infrastructure issues, Hon. Kabahenda raised alarms over staffing imbalances at health facilities in the district. She revealed that the majority of staff are data entrants and record officers, not frontline healthcare providers like nurses or midwives.

She estimated that only 20% of current staff are actual frontline health workers, which compromises service delivery, especially in maternity and emergency care.

She urged the Ministry to clearly disaggregate staffing categories in their reporting to ensure transparency and better resource planning. “Communities must know whether the staff at their health centres are treating patients or just handling data,” she emphasized.

Hon. Kabahenda concluded with a strong call to the Ministry of Health to honor its commitments, enhance staffing, and deliver quality healthcare services to all parts of Kyegegwa District.
