As a passionate advocate for social protection, Hon. Kabahenda Flavia Rwabuhoro continues to raise her voice on the urgent need to strengthen Uganda’s safety nets.
Today, the Woman Member of Parliament for Kyegegwa District called for a renewed national focus on food security as a cornerstone of the country’s social protection agenda.
Speaking during discussions on efforts to eradicate poverty, Hon. Kabahenda commended the government for its continued commitment to reducing poverty but highlighted a silent crisis that persists — food poverty.
She observed that many families still struggle to access adequate and nutritious food, often cutting down on meals to cope with limited income. This, she noted, not only affects individual health but also undermines community productivity and the nation’s long-term development.
Food is one of the basic areas where social protection should begin. I even wonder why the right to food is not listed in the Bill of Rights in our Constitution, she said.

Hon. Kabahenda emphasized that ensuring every Ugandan has access to sufficient, nutritious food is not merely a welfare issue but a human right, urging policymakers to prioritize food security in all social protection strategies.
