The Tooro sub-region has welcomed with pride the elevation of Henry Mutegeki Basaliza to the Central Executive Committee (CEC) of the Patriotic League of Uganda (PLU), a move widely viewed as a strategic boost to the region’s political standing on the national stage.
The appointment was announced by the PLU Chairman and Chief of Defense Forces of the UPDF, Gen. Muhoozi Kainerugaba, who hailed Basaliza as a committed and dependable cadre from Tooro. Within political circles, the decision is seen as a calculated recognition of Basaliza’s long-standing organizational discipline, ideological consistency, and behind-the-scenes contribution to PLU’s expansion in Western Uganda.
Basaliza’s political footprint has been particularly evident during recent electoral cycles. Analysts point to Kamwenge District’s strong presidential performance, which ranked among the top nationally, as part of the outcome of effective grassroots coordination and structured mobilization in the region. Similar gains across other districts in Tooro have reinforced his image as a results-oriented organizer whose work is reflected more in outcomes than public visibility.
Beyond party politics, Basaliza carries significant cultural and institutional weight as the Deputy Prime Minister (Omuhikirwa) of Tooro Kingdom. This dual role spanning both political mobilization and traditional leadership has positioned him as a bridge between community priorities and national power centers, earning him respect across political and cultural lines.
Regional leaders have expressed optimism that his presence on the PLU CEC will strengthen Tooro’s voice in shaping national conversations, particularly as PLU continues to entrench itself within Uganda’s broader political architecture. Insiders note that several PLU-aligned figures already occupy strategic positions within government structures, a development viewed as deliberate and forward-looking.
Speaking after his elevation, Basaliza struck a tone of duty rather than triumph, underscoring the broader meaning of the appointment for his home region.
For Henry Mutegeki Basaliza, the moment marks a pivotal step one that elevates him from a trusted regional mobilizer to a national decision-maker and firmly places Tooro’s emerging leadership within Uganda’s evolving political landscape.
This responsibility places Tooro at the heart of important national discussions, and my focus will be to ensure that the aspirations of our people are clearly represented where key decisions are made, he said.
Henry Mutegeki Basaliza
Basaliza’s rise has been anything but sudden. Born and raised in Tooro, he is shaped by a socio-cultural environment that prizes collective responsibility, discipline, and respect for institutions. Colleagues describe him as calm, methodical, and deeply loyal qualities that have defined his steady progression within PLU’s ranks.
As he takes his seat on the Central Executive Committee, expectations among the people of Tooro are high. Many see his appointment as an opportunity to convert consistent electoral support into concrete development outcomes, backed by stronger political access and representation.
