Minister Norbert Mao: “Some Talk as if Everyone in Uganda Is in Jail”

While addressing Parliament #PlenaryUg sitting, the Minister of Justice and Constitutional Affairs, Hon. Norbert Mao, criticized what he described as exaggerated rhetoric regarding the state of freedoms in Uganda.

“There are people who talk as if everyone in Uganda is in jail,” Hon. Mao remarked, drawing a mix of reactions from members of the House. His statement appeared to be a response to ongoing concerns raised by some MPs and civil society actors about the alleged shrinking civic space and increasing incidents of arbitrary arrests.


Mao, known for his candid style, defended the government’s record on justice and constitutional rights, insisting that while challenges exist, the narrative being pushed by some critics is misleading and unhelpful.

His comments come at a time when Parliament continues to grapple with high-profile issues related to human rights, rule of law, and political freedoms.

The Minister has been tasked by the Deputy Speaker to revise and resubmit his earlier statement to the House. The plenary was later adjourned sine die, meaning the next sitting has not yet been scheduled.

Observers say the tone of Mao’s statement could set the stage for more spirited debate when Parliament resumes.
