Parliament of Uganda – In a move aimed at enhancing legislative oversight on land matters in the country, the Government Chief Whip, Hon. Hamson Obua has officially proposed the designation of Members of Parliament to the newly formed Committee on Lands.
Among the nominated members is Hon. Kabahenda Flavia Rwabuhoro, Woman MP for Kyegegwa District, is known for her strong advocacy on social protection and rural development. She will serve alongside Kisembo Noeline and several other legislators whose names were tabled by the Government Chief Whip during Tuesday’s plenary session.
Hon. Obua noted that the creation of the Committee on Lands is part of Parliament’s broader strategy to streamline focus on critical sectors such as land governance, disputes, evictions, and policy implementation. He emphasized the urgent need for a specialized committee to address the growing complexities around land use, ownership, and administration in Uganda.
Land remains a sensitive and strategic resource in Uganda. This committee will play a central role in shaping policy, scrutinizing legislation, and guiding reforms that protect the rights of all Ugandans, said Hon. Obua.

The Committee on Lands is expected to start work in the coming weeks with key priorities including reviewing the Land Act, monitoring the activities of the Ministry of Lands, Housing and Urban Development, and providing recommendations on land conflict resolution mechanisms.
The Speaker of Parliament, Rt. Hon. Anita Among, welcomed the proposal and urged the newly designated members to approach their mandate with dedication, impartiality, and urgency, given the public interest and frequent conflicts related to land.
Full membership of the new committee will be published in the Parliamentary Hansard and uploaded to the official Parliament of Uganda website following formal confirmation.
